There is no issue in publishing of book if you are government servant as it's not full time employment however in case book is against the department or its is specifically prohibited in your state rules you may be penalised by department.
- As per law & government rule, a government employee cannot enter into dual employment, i.e. cannot do financial, gain from another source, unless he is authorised in writing by the concerned department.
- Hence , for publishing a book permission is not needed from the concerned department or authority .

necessary for publication of a book or article by a member of the service if the ‘work’ is
of literary, artistic or scientific character and is not aided by his official duties but the
