Sir, i am brahmin general merit, i studyed uder rural area, my parents are very low income, under which act i will get noon creamy layer certificate.

Under which artical act NCL for general merit rural Comes sir, please tell me
1. Economically backward Brahmins can avail reservation in Government Jobs and Education, under 10% quota for, alongwith other economically backward communities.
2. You have to approach the jurisdictional Tahsildar's Office, to obtain certificate stating that you belong to Economically Weaker Section, by producing the necessary documents.
The Revenue Department has directed Tahsildars to issue caste and income certificates to economically weaker sections of those in the Brahmin community. Brahmins are in a minority, accounting for a mere three percent of Karnataka’s seven crore population.
2) The Centre has enacted a law to provide 10 percent reservation to all candidates belonging to economically weaker sections, irrespective of castes. Income and caste certificates would help candidates avail facilities provided by the Karnataka Brahmin Development Board.

The concept of "creamy layer" is not applicable in for general category candidates. Creamy lawyer is applicable only for OBC.
Since you belong to General category, you will have to obtain an EWS (Economically Weaker Section) certificate from the local government authority (Tehsil). The certificate is called an ‘Income and Assets Certificate’, and this is the proof that is required to avail the EWS reservation.
Articles 15(6) and 16(6) of the Constitution of India make provision for this reservation for general category candidates.

If there is any ncl for general category in ypur state than only you may get benefits. Otherwise general category have no ncl provision
OBC NCL is the criteria set by the Government of India and its circular, ordinance and Statutes under which the Government classifies General ,ST SC and OBC category.
There is no central rule but states are also empowered to make rules related to reservations for different categories so you can ask from the office of the District Magistrate of your area for the purpose.
Every candidate irrespective of its caste is entittle to benefit of Economical backward reservation. If your parents income is less than 8 lacs. You can obtain EBW certificate from collector office.

Please refresh your mind. Actually all the Economically weak general is getting 10% reservation. Your state must allow to avail you. Contact your Tehsil authority to make a certificate in Economically weak Category.
Your community do not come under OBC, hence you will not be eligible for non creamy layer certificate.
However you may come under EWS.
Economically Weaker Section (EWS) in India is a subcategory of people belonging to the General Category having an annual family income less than ₹8 lakhs and who absolutely do not belong to any category such as SC/ST/OBC/MBC.
You can apply for the certificate under that category.
Under no act that your community falls under OBC.
The Non creamy layer certificate can be issued only for the candidates belonging to the OBC community.
- Since , you are a Brahmin , then you cannot obtained the NCL certificate , as this certificate is fixed for the caste which come under the OBC and ST & SC.
- However, as your parents are very low income , then you can avail reservation in the Government Jobs and Education as well , i.e. under the 10% quota.
- You can apply for getting a certificate in the office of Tehsildar of your area .
