Do you have evidences for following it up with the organization in this regard.

If yes then you may first issue a legal notice to the organization demanding the appointment letter

If there's no response even for this legal notice,  you can file a writ petition before high court seeking appointment on the basis of selection to the post.

The high court will decide after hearing both the sides

This is ridiculous that a central PSU is doing like this , can it be said justified that a candidate has to wait for 3 years or more for appointment letter, some thing is black in the bottom, file a Writ before the Hon'ble High Court for the relief otherwise at later stage they can say there is no vacancy exist now or the recruitment has been scrapped, all the remaining candidates can file a single writ.

You should have file writ in HC in June 2015 only when you were not issued appointment letter. Also it is policy of central govt. not to withhold appointments letters for want of character and antecedent checks.
File writ in HC for directions to issue AL and on notional basis.

Dear Sir,

In the present circumstances, you may file a writ petition in the High Court for issuance of appointment letter or keeping you reserved for next vacancy and grant the seniority as per selection wise and not from the date of joining.

- Since, you have been selected for the post of Deputy chief Engineer, hence legally you are eligible to get the benefit from the date of selection .

-  You should sent a legal notice to the NLC India Ltd  and thereby mention that to issue an appointment letter within 7 days of time from the date of receiving the legal notice ,otherwise you would be compelled to take legal action .

- If no response , then fie a petition before the CAT or high court by way of Writ .
