1. If you can obtain Marriage Certificate from Russian authorities and if  attested by an official of the Indian Consulate that would suffice.

2.  If the above procedure is followed, there will be no need to obtain Marriage Certificate in India.

The marriage will be performed in Russia and it would be a public affair. You can register the marriage if you want to. As long as you remain an indian citizen to laws of India shall apply to you...ie monogamy and other laws. Marriage should be registered if you are marrying asperger's the hindu rites and rituals. Otherwise it is ok.

You can register it with the indian consulate. That would be sufficient.

Ideally it would not be required. But you would require to have copies officially translated marriage certificate.

It's actually more of a trouble to register your marriage at multiple places.

The marriages which are registered abroad need to be registered in India under the Special Marriage Act, 1954. For this purpose, you are required to obtain a letter from the embassy of the country in which the marriage has been registered.

The marriage solemnised as per Russian laws and registered with the Russian authorities will be recognised as valid marriage even in India similar to that of the marriage registered in India to a Russian counterpart.
