Vishakha guidelines
I want to know that As per Vishaka guidelines, employer is expected to set up an 'Internal Complaints Committee' ("ICC") at each office or branch, of an organization employing at least 10 employees.
What does it mean by 10 employees? Does that mean 10 women employees or overall employees?

The term used is "employees" which includes within its realm male and female employees.

emplyoees includes both gender i.e. male or female
