My dad passed away in 2007 and my parents got married in 1988 and for some share certificates now my mom needs a marriage certificate . is it possible if yes how to doit

Well,if their marriage was registered then you can get duplicate copy of their amrriage certificate.
But if their marriage was not registered and since your father no more any fresh registration is now more possible.
In that event you will have to make an affidavit done from the First class Magistrate stating the fact of marriage of your parents and its date.
Hi, if your parents marriage was not registered in the marriage registrar office then you cannot obtain a marriage certificate .. Anyhow for what purpose do you need a certificate ?

It is not possible to obtain the marriage certificate now, it could only have been obtained during the lifetime of your father.
Your mother might get an affidavit done that she was married and certificate can not be obtained now as the husband has passed away.

In this circumstances it is not possible to get marriage certificate, when marriage of your father was solemnized it was not mandatory to get marriage certificate. Section 8 of the Hindu Marriage Act also does not make marriage certificate mandatory.You can get a declaration from the court by filing a declaratory suit that marriage was solemnized between your father and mother. On the basis of circumstantial evidence, statement of your relatives, your educational records and other public document the court can pass declaratory decree that your mother and father were legally wedded spouse.That declaration will have effect like a marriage certificate, and you can use it as such.
If her marriage was not registered at the time of marriage then it cannot be registered at this stage because her spouse is alive to sign the register for marriage.
The other proofs for the marriage between your parents can be produced to establish the marriage.
If your father was employed then his service records where the marriage was recorded shall be a valid proof.
