You can execute POA in Bombay and register it in Bombay
I am OCI holder living in US and want to to give Sp PoA to my sister in law to sell my flat in Banglore. She also resides in Banglore, the question is can we register this Poa at the Office of the Sub-Registrar in Mumbai. We wil be meeting in Mumbai and I want to avoid a trip to Banglore.

If you are living in abroad and would like to execute a SPOA to a close relative in India, you may do it so and get it attested by an official of Indian embassy or notarized by a local notary public and send it to her who in turn can get it adjudicated by the registrar within her residential jurisdiction.
Better you can make POA in USA in the Indian Consulate or Embassy office and send it in Indian.
Mumbai POA won't bework.
1. If there were to be two or more properties, atleast one in Mumbai and the other in Bangalore ( as per your narration, you own a Flat in Bangalore), then only you can register the POA in Sub-Registrar's Office at Mumbai.
2. Alternatively, since you are an OCI holder, you can get the POA countersigned by the Indian Consulate/Notarised in your place in US and send it to your sister-in-law in Bangalore, who in turn can arrange to get the POA adjudicated in the jurisdictional District Registrar's Office in Bangalore. By this way, you can avoid a trip to Bangalore.
Power of attorney registered in Mumbai would not work in Bangalore.
You can send a notorised copy of the same after getting it notorised in USA ans your sister can get it registered in Bangalore or you can travel to Bangalore to get the registration done.
No need to visit Bangalore. Execute POA/GPA in U.S. get it attested by Indian Consulate or get it notarized. Send it to her in Bangalore, she will get it validated by DR and present it at the time of registration to Sub-Registrar. POA/GPA from abroad is not registered, it is validated by DR on presentation by attorney to him.
- If you are vising India , then you can register the said POA in Mumbai as well
- Further, if you are unable to come to India, then you can give POA to sister after notarized the same as per rule of US, and after attesting from the consulate of India.

If you would like to sell the property through your power agent you, you have to attach the , property registered title document, tax receipts, mutation records (if available), the share certificate and any other relevant document and get it registered by paying the stamp duty as applicable in the state where the power of attorney deed is to be registered.
For buying the property, copies of the OCI card, PAN card (if available), passport, AADHAR (if available) and the schedule of property if known or in general.
