Main gorakhpur posted primary teacher hu. Mera home town mathura haii. Mera salary SBI mathura mai aati hai. 
SBI mathura se maine personal loan liya hai. Jo ki abhi baki hai. Mera transfer bhi mathura hi hona hai. 

Kya mathura mai salary account pr loan due hone se mera transfer nhi hoga?

Your bank loan has nothing to do with the transfer of your job from Gorakhpur to Mathura.

No due certificate from whom. 

The no due certificate is a subject within the department,  I.e., from your own department and not from bank. 

The employer has nothing to do with your bank account. 

The bank is not paying you salary,  your employer is paying salary through bank hence there's no reason to demand no due  certificate from bank.

You ascertain the fact and then talk to your department head.

2. Agar apki EMIs time pr jaa rhi h to apko Ni dues certificate mil jayega that you don't have any EMIs due till date and your loan account is upto date.

This is ridiculous loan and transfer has no concern simply do one thing where you will go you inform you loan disbursing branch regarding you current place of posting where you are going with a copy to the department where you are working, as you have taken loan from Mathura then definitely your permanent address is of mathura, move an application whenever you transfer one place to another, there is no such rule or condition.

If no dues certificate they are demanding then move to the bank and obtain yearly statement of your loan account, give them with an application.
