You apply for the certificate in Jharkhand only based on the caste that is under the central list.

If you're any relative is sraying in Punjab from father's side.

That is your uncle, cousin or cousin uncle or grand father relatives etc then on that base you can get obc certificate from Punjab.

If you do not fall within the list of Jharkhand then it will be difficult for you to obtain from punjab

However, if you are having some permanent residence there then you may go ahead and apply for the same.

Sir you have to apply to OBC certificate from Punjab from your native place. Sir if you have any documents of native place like the residence proof you can get a certificate from Punjab.

You will get NCL if you father income.or post doesn't fall under the creamy layer.

1) since you were born and brought up in Jharkhand you have to apply for certificate from Jharkhand only

2) your father should first obtain OBC certificate and then you should apply

If your caste is not considered as OBC in Jharkhand you would not get OBC certificate from Jharkhand

NCl means Non Creamy Layer which is connected with the OBC Category to give benefit of reservation as per schedule but as you father has left the Punjab in 70s and in Jharkhand your caste has not been treated as OBC then you will not get certificate from any where this is hard fact so don't waste time.Every State has its own rules in this regard so I am saying like that.

As per Central list my caste is not considered as OBC in jharkhand but the same is considered as OBC in Central list of Punjab. Also what about the NCL certificate. Will that be given from jharkhand as we are based in jharkhand?
