I want a copy of circular of RBI mentioning OTS in cooperative bank by applying 8 percent simple interest. Where I will get a copy of this circular?

In OTS if bank offers it which is common in defaults loans, even principal amount is reduce, levy of interest is far thing.
Present OTS policy is 11% SI. So better do settlement without going into interest component.
