On national festivals, school haves holiday, why teacher will present and on 15th aug, 26th jan, presense is mandatory.

Absent due to Circumstances beyond control is permitted or with the permission of administration.

Your salary would be deducted for being absent on national festival days 

Every one is entitled to leave whether casual leave or paid leave. 

The Independence Day doesn't put any restriction on not taking absence from attending the event of celebration. 

Therefore no punishment lies. 

Attendance in such event is voluntary and comes from obligation to organise the event. 

The teacher cannot be absent from school during the national festival namely, Independence day, Republic Day and 2nd October.

This depends on departmental laws.

if there is a legitimate reason then she can.

There is no punishment for the same. But school can take action if they feel proper

Unless the teacher has a pre sanctioned leave or her absence is otherwise justified she can be proceeded against under the rules. The punishment depends on what the rules of the institution say. There is no straight jacket formula.
