1. You can inquire at the passport office to find out as to what was the adverse report and find out the source or reason for such report.
2. It could be an issue with the police failing to find you at the address at the time appointed or that you could not meet the official. In any case you will need to fill out another form at the Passport enquiry office and get a re*verification done.

Adverse what ? Case pending, past court conviction like penalty or probation ? not find at home etc, wrong DOB etc.

If you are certain why an adverse report has been generated, you could send an application through registered post to the RPO explaining why police submitted an adverse report.
