No person is permitted to cause construction on a public land or on common area of joint property of several persons. 

So if the land belongs to the government then file a writ petition in high court. 

Otherwise file a civil suit for mandatory injunction. 

If he has constructed the cowshed in the common place then the local civic authority only can take an action against the encroachment of the public place.

You may submit a written complaint to the local civic body about this illegal encroachment and find out the remedy through the authority concerned.
