you have to apply to SDM of your locality..stating that at the time of birth, birth registration could not be applied due to lack of knowledge along with an affidavit mentioning the name of the mother and father,.

2) you have to attach photocopies of residential proof of the particular year in which birth took place

Dear Sir,

Apply for a birth certificate at your municipal office. If they have the records of your birth they'll issue you the birth certificate. In your case since it wasn't registered they'll issue a "Record Non Availbility" certificate. You have to take this certificate and contact a lawyer. They'll ask you to bring your school passing certifiable, voter ID card etc to prove that your dob is as stated by you. A lawyer files an application in the court and after verification a court order will be issued to issue you a birth certificate.

First of all you shall have to apply for obtaining a copy of your birth certificate in the Suvidha  centre of  the place of the residence of your father and one application of the same nature in the said office where your mother's parents reside.

Since you were born at home , the said entry of your birth not bring registered at any of the said places, you will receive a certificate of non availability of your birth certificate to the effect that the entry of your birth has not been found  in both of the above concerned offices.

After that obtain a file from the Suvidha centre in respect of making a late entry of your birth.

Thereafter you shall have to move an application to the effect that you were born at home at.........., on .....,... And that your birth has not been registered either of the offices of your paternal or maternal addresses. Attach the above certificates with the said application.

Prepare an affidavit in support of the above application and after getting the same attested from a notary attach the same with the above application.  Submit the said file at the Suvidha centre of the place where you were born.

They will give you a date for receiving the answer to your application. During this time period the said office will obtain necessary information as regards your birth and confirm the correct ness of your application by getting reports from a Municipal Commissioner of your area and other necessary information in this respect.

When satisfied about the correct ness of your application , the Suvidha centre shall obtain a direction from the concerned Authority directing the concerned office of Births and Deaths to make a late entry in its record to the effect that you were born at ....... Place on ...... along with your parents name and address etc. and on the given date they shall supply you with a birth certificate.

The procedure should be the same through out India. Only difference may be the office where you have to get the non availability certificates and which concerned office you shall have to submit your application .

As the time which shall be taken for issuing to you one or more certificates of birth will be the same , I am of the  view that you should apply for issuing to you more than one certificate of birth , ie. may be five or so certificates as they may be required at many places in your future.

You are advised to contact the office of the Municipal Council of your birth for better guidance as procedure  and concerned offices may vary from state to state under its rules.

For application of birth certificate you need to record your birth with the office of birth and death or corporation, panchayat etc. Without which you can't get the certificate. You can approach the court for direction to the certificate issuing authority to issue you a birth certificate by filing evidence that your birth took place on said date.

A birth certificate is difficult but an affidavit to this effect can be made. Your mark sheets would be sufficient.

If your birth was not registered with the concern
birth and death registration authority at the time
your birth, the said authority will refuse to register
the same now due to its belatedness. Hence
alternately, you can approach the court with an
application seeking direction to the concerned
authority to register the same now. You may tak
the help of a local lawyer for the purpose.

You can use other supportive documents apart from birth certificate. There are many other documents including witness testimony who knows you from considerable period to prove your valid citizenship

Birth certificate, domicile certificate, bonafide certificate, passport, etc can be relied upon to establish the origin of any person. Even the election card/voter i`d etc. Don`t bother.

You dont worry about NPR or NRC, you can prove your date of birth by plenty of other documents which would substitute your birth certificate to establish your date of birth.

1. NPR and CAA may not be implemented by most states. Don't panic.

2. Be that as it may, you cannot register your birth unless you have documentary evidence to prove your birth at that place.
