Your query is not clear as why you have to get permission from court to apply for passport?

1. If in case there is an objection from the passport officer in issuing the passport due to any of the technical reasons or legal reasons , then you can approach High court with a writ petition.

2. However before approaching the high court make sure that you have taken measures to ensure to provide sufficient details to the passport office

3. In case due to the problem of address , Id and any RTO case, FIR verification does not take place such an instance you can seek the directions of the court.

It is not understood why you want to apply in court for seeking permission for issuance of passport. Or else you have surrendered your passport on the directions of the Hon'ble Court and you wish to retrieve it with permission from the court. If that is the case, you should move your application through lawyer to the concerned court citing therein the reasons and grounds for retrieval and seek permission for visit outside India.

Court is not the passport issuing authority. You have to approach the regional passport office only for knowing the formalities and the requirements for issuance of passport.

permission of court is needed for the issuance of passport if applicant is on bail and case is still pending. Accused should file application before the court for granting of permission.

if trial commenced and evidence is started by prosecution side, court generally not giving permission for issuing of passport.
