It is not illegal for Indian to Marry Pakistani according to Indian Law

Visa services for Pakistani nationals are governed by the new India-Pakistan Bilateral Visa Agreement, 2012, which came into effect on December 14, 2012. You can apply for a visa depending on your purpose of visit to India. Please be advised, a Tourist Visa is NOT issued to Pakistani passport holders.

With the amendment of the visa rules and streamlining the process, the conversion of tourist visa to X2 would be allowed even if the marriage takes place on foreign soil.

However, the facility will not be offered to the nationals of Pakistan, Afghanistan, Sudan and Iraq, and citizens of Pakistani origin and stateless persons.

A visitor visa for a maximum of five specified places may be issued for a longer period
up to two years with multiple entries to –
(a) senior citizens (those above 65 years of age);
(b) a Pakistan National married to an Indian national; and
(c) children below 12 years of age accompanying parents(s) as given in (b) above
