Is it mandatory for the owner to stay in the property let out as PG. 

Can I let out my additional house as PG without residing there.

it is not mandatory. 

its meant staying at owner's accommodation in which a room or some space is provided and the owner may still live in the same house. 

if you convert your house into a PG, it will be treated as a commercial property and the owners will have to pay all the bills including electricity, water and taxes at commercial rates. In many cities, a normal gas cylinder connection also needs to be changed into commercial cylinder. So, be very clear about the increasing cost.
