First of all resignation or final resignation are one and the same thing, show them application or mail moved by you for noc so you may say that the matter is under process as the bank may delay further intentionally.
I am working in a public sector bank but now selected for state services. After selection I tendered resignation notice of three months on 12/2/19 . I didn't apply for noc before as it was not required at the time of interview but at the time of document verification it is required if I am employed. Verification is on 27/5/19. I have applied for noc to bank but l may not get it. What should I do now? If I tender final resignation before 27/5/19 then will I be required to submit noc?

You can resign. It is your right to be longer with your present employer. But it is subject to rules framed by your employer and accepted by you.
in this case as you already given notice bank is legally bound to accept your resignation and issue relieving order. You should not tender your resignation again. It will overlap your earlier notice. Write bank to issue you relieving order upon acceptance of your resignation.
Once you are not in job asking NOC is not reasonable. If this is insisted then you may need to legally defend it.
See if your resignation is accepted before date you don't require NOC but you will not get benefits if any from previous service like pay protection.
You have already rendered your resignation and are serving the notice period

NOC is must. You may give an undertaking on a Affidavit to make available NOC after some time stating that if you could not presented your appointment may be cancelled.
IF you are not looking for technical resignation than No such NOC is require. Resign and join new firm, Submit them, they are not providing NOC.
And acceptance of resignation shall be treated as NOC.
You first apply for NOC with the bank, wait for their reply, if they dont give it then you may put down your papers, complete the formalities for resignation and then intimate the current employer about this as well as get a relieving letter from the previous one which will be sufficient for joining the new employment.
