Dear Sir/Mam,
 I completed L.L.B in the year 2009 in Andhra Pradesh.I'm staying in Bangalore now and I want to practice in Bangalore.I applied for enrollment in Karnataka Bar council.They sent my documents for verification to university which I studied but they didn't receive the letter from bar council and it has been 5months since I applied.So I applied in AP Bar council and I got enrolled this month i.e;March 14th 2019.Now my question is can I sign the vakalathnama?becoz I got only provisional certificate of enrollment and as I was 2009 passout there is no need of AIBE itseems.When I asked the secretary she said they will send the original certificate after 6months.
 The other question is When can I apply for transfer from AP bar council to Karnataka Bar Council?After I get the original or immediately..And the procedure of Transfer of rolls from one Bar to another Bar council..
 I will be greatly thankful to you if I could clear my doubts..

Hello,

There is no need to appear in AIBE. However transfer can happen only if the enrollment process is complete.

it is mandatory to pass the AIBE in order to practice law. 

any law graduate who does not have practical experience at the bar will spend their formative years working under a senior or within a structured system at a law firm. The advocate can continue with such assistance and learning, but will not be allowed to actually practice law themselves (file a vakalatnama, issue opinions etc.) till they clear the All India Bar Examination.

Yes based on provisional certificate you can sign vakalatnama and further the provisional is valid for 2 years within that period you will receive the original sanad.

You need to apply for transfer with the bar you are enrolled an application form is there for transfer and the fee need to be paid.

Dear transfer to Bar Council or another State will take place only when you will be receive your registration certificate not by provisional certificate and now if you have given a provisional certificate then sign Vakalatnama and argue matters before any court, best of luck.

Dear Advocate,

Any person whose name is entered on any State Roll may make an application to the Council for transfer. Application shall be accompanied by (i) a certified copy of the entry in the State Roll and certificate from the State Council stating that your certificate of enrollment has not been recalled, that the applicant is entitled to practise on the date of his application, that there are no disciplinary proceedings pending against the applicant and that it has no objection to the transfer being ordered.

Firstly you give an application to the Bar council of Karnataka to cancel your application for enrollment submitted to them earlier.

After that you can wait for the original enrollment certificate from Bar council of Andhra Pradesh and then decide whether to get transferred to Karnataka or to remain in the same state.
