It seems his promise for marriage was just a deceit to have sexual relationship with you. He made you falsely believe, that he will marry you, but had no intention to do so from the very beginning. 

You must intiiate criminal prosecution for rape

1. This man is appears to be a cheat and he die snot deserve any mercy.

2. DO not run after him anymore as he will not marry you and even if he marries the marriage is not likely to succeed. Rather bring him to books.

3. So visit a nearest police station and lodge a complaint of rape as he induced into sex on the promise of marriage. Once the FIR is registered the police is obliged to arrest him and after arrest he is not likely to get bail anytime soon.

1. What he has done may be morally wrong but it is not tantamount to any offence. For a person to promise marriage and then resile the promise is not illegal. A promise of marriage can be rescinded due to subsequent change in circumstances.

You are suggested to first keep you mind bold and you may file the complaint against the person citing his misdeeds. The said complaint can be made to local police where you stay at present. 

File criminal complain of rape that on the pretext of marriage , he made physical relation with you. For settlement, he himself will agree for marriage.

If you feel cheated by him, you may lodge a criminal complaint against him for refusing to marry you even though he promised to marry you while having consensual sex.

He can be booked for the offences under section 417 IPC and can be punished up to two years imprisonment.
