If they are not following the norm of the act and giving no reason for declining the license then you may move to the HC under article 226 of the constitution of India.

A fresh license is given after a tender notice and the terms and conditions are mentioned in the notice. In case they refuse the grant a licence they must cite reasons for that and youbcan challenge the same in the high court.

You may approach the Hon’ble High Court if BBMP refusing to grant fresh licenses on hoarding advertising boards. It seems recently the High Court set aside a resolution passed by BBMP in that matter.
You cannot force the authorities to grant you fresh licence on hoarding advertisement nor can force them to renew your licence on any grounds.
You get the reasons in writing for rejecting your request to grant fresh licence after which if its worth enough you can pursue the matter through court of law.
