CBSE Circular says Section III: Rules regarding change in Name or Surname of a candidate. Applications regarding changes in names or surnames of candidates may be granted, provided the changes have been admitted by the Court of Law and notified in the Govt. Gazette before the publication of the results of the candidates." I have passed X examination in 2009 from DPS Mathura Road, Delhi. Can it be changed now through court of law.
If yes, what is the procedure to be followed.

You cleared X in the year 2009 and in what year did you officially change your name by way of executing an affidavit and making a publication in the official gazette?
In this matter, you need to approach CBSE and make a representation saying that you officially changed your name X to Y in the year @@@@. You need to adduce the relevant affidavit along with the gazette publication.
In case cbse does not acts upon your application, you will have to approach the High Court by way of filing a writ of mandamus and seek a direction against cbse in the present matter.

You can file a writ petition before the high court for.directions to.CBSE to change name in the marksheet. If highcourt pleases it can give order for.same.
As per the Examination Byelaws of CBSE, change in name of the student and/or the parent/guardian cannot be corrected/changed either while the student is in school or even after 10 years from the date on which CBSE issued its first document pertaining to the student.
Prior to change of name with CBSE, the concerned person needs to execute an affidavit stating the change of name and also publish in two local newspapers regarding the said change of name. The same needs to be published in the official gazette as well.
Now to change the name in the records of CBSE, the concerned person needs to make a formal written application which should be forwarded to CBSE by the last school he/she attends or attended. The application shall accompany the following documents;
a. Copy of the ads published in two local newspapers
b. Copy of the affidavit regarding change of name
c. Copy of the gazette notification
As you have passed your 10th examination in 2009 and the subsequent examinations after that should have been carrying the same name as your 10th pass certificate have.
If this is not the case and only 10th certificates are to be changed then you have to apply to the CBSE providing the record of your name affidavit in this regard declaration in the local newspaper to issue a new certificate with the corrected name
