It is settled law that income of class 3 employee shall not be taken into consideration for determination of creamy layer. It is a material that your wife is also a government servant. According to the Government orders of the central and state government it is made clear that salary of class 3 and class 4 employees shall not be taken into consideration for determination of creamy layer. You are eligible and entitled to claim reservation because you are a non creamy layer OBC.

The income out of the salary are not taken into account for calculating the annual income of the family for the purpose of granting OBC NCL certificate.

Since you both are government employees your salaries cannot be taken for considering the sources for calculating the annual income.
