First there is no particular way of conversion to Hinduism, one becomes Hindu either by birth or by his deed and not otherwise.
You two can easily get married in India under the provisions of Special Marriage Act in India.

I met a girl from Syria online and we want to get married. I have known her for around 7 years now and if it helps she doesn't mind converting to Hinduism (my religion). Our initial plan was for her to come to India on a tourist visa, stay for few months and get married. However it has been few months and she hasn't heard back on the status of her application. We were looking at possibilities of getting married on another country and then get to India. We wanted to confirm the legality of such an arrangement. Yes you can marry her outside the Indian soil; however, before doing that she will have to relinquish her Syrian citizenship. As soon as she married you, she will get a right to enter and reside in India. The Indian law allows the spouse of an Indian citizen to enter and reside in India, and after seven years of residing in India, to naturalize as an Indian citizen. Thus, she will become an Indian citizen after being married to you for sever years.

2) you can register marriage with Indian embassy under provisions of foreign marriage act
least one of the parties to the intended marriage should be a citizen of India and should have resided in the syria a period of not less than thirty days immediately preceding the date on which the notice of intended marriage is given to the Marriage Officer at Indian embassy
2) prospective bride and groom need to appear in person before the Marriage Officer along with three (3) witnesses with their valid passports.
They need to submit the prescribed “Notice of Intended Marriage” form duly filled-in and signed by both the parties along with a fee in cash or through crossed postal order drawn in favour of the Indian embassy They are also required to fill-in and sign the prescribed Declaration and Sworn Affidavit. The Declaration needs to be signed by three (3) witnesses in the presence of the Marriage Officer.
They need to publish the “Notice of Intended Marriage” in a widely circulated newspaper in their home country, at the place of permanent residence as indicated in the passports of bride and groom, and in the country or countries in which the parties are ordinarily resident.
A date for solemnization of the marriage is given 30 days after the publication of the Notice and provided no objections are received from any quarter.
A day prior to the date of solemnization of marriage, original passports of the couple and witnesses are required to be submitted to the Marriage Officer.
On the scheduled date, the prospective couple and the three (3) witnesses need to come to the Indian embassy for solemnization of the marriage.
What documents are to be submitted at the HCI prior to the marriage?
Notice of Intended Marriage, prescribed Declaration and Sworn Affidavit.
Four (4) Passport size photos each of the prospective bride and groom.
Photocopy of the valid passport and USA residence visa of the bride or groom, whoever is an Indian national.
Photocopy of the passports of the three (3) witnesses.
The prospective bride and groom and the three (3) witnesses should also carry their original passports for verification at the time of the submission of the Notice.

The problem is that the Indian Embassy in Syria is not providing her the visa. That is why we were planning to get married in another country and then move here. Will that be possible?
That is definitely possible. Both of you can travel to a third country and get married there. However, she will have to relinquish her Syrian citizenship before marrying you. Only she can cull out the information as to how to relinquish Syrian citizenship. This information can be derived locally by her.

if you are planning to get married in another country then you will have to see the law of that particular country, after getting married you can validate your marriage in India as per the Foreign Nationals Marriage Act, 1969.

You may go in any other country and contact marriage consulate appoint by Indian govt in that country and suit an application for solemnization of marriage then come to India with your wife.

1. You both can go to USA or UK and get her converted to Hinduism before the Arya Samaj temple and collect a certificate of such conversion form the temple authority,, if you so desire. You can do the same conversion in Syria also if the Arya Samaj temple in Syria and any such conversion is permitted there.
2. Even without the said conversion, you both can get married as per Foreign Marriage Act duly registering your said marriage before the appropriate officer of the Indian Consulate of Syria or any other Country assigned with the job of acting as a marriage officer by the Govt. of India.
3. While registering .the said marriage as the said Act, you shall have to give proper notice and comply with the conditions strictly as specified in the said Act.

2. Enquire from Indian Consulate at Syria whether they are permitted to register marriage of a Muslim with a Non-Muslim or not as per the law of Syria..

You can marry her in India too, by first giving a 30 days notice and registering your marriage under special marriage act after completing all the formalities.
There is no legal infirmity in it.
Alternately you can get yor marriage solemnised in a different county and can get it registered in India by following that procedure too.
