2) mention that inadvertently temporary address has been mentioned as permanent address as he has been staying in said address for 6 years

My brother in law is staying in noida in a rented house for the past 6 years.He had applied for passport and mentioned the present (rented ) address as his permanent address since his aadhar ,voter i card ,driving licence etc mention only his present rented address and there is no other permanent address proof.After police verification , a notice has been recieved which mentions "police authority has submitted non recommendatory pvr Applicant shown rented house as his permanent address.May be called for clarification regarding suppression of permanent address". The notice calls for clarification regarding suppression within 30 days and also mentions that the present application and even further applications may be denied. Kindly provide guidance towards the nature of clarification to be submitted.

There is no bar to mentioning rented address as permanent address, more so if the documents of identity and residence show it as permanent address. Cops are fools and their report is illegal and arbitrary. He can challenge it in the High Court which can quash it and direct the RPO to issue passport to him.

Permanent address is one where a person could be found reasonably living / residing for a continuous period of 90 days and as you have all the government issued identity cards of the present address - such report of the police is wrong to the extent that you have tried to hide the permanent address.
You should appear and meet the PRO at the passport office with original photo ids and also the copy of all the lease deed of past 2-3 years and do mention your place of origin say for eg. you were born and your ancestral home was in Meerut but it has been sold long back and since then you are staying at the present address, hence this is your permanent address.
Please focus on the word "suppression" - when you meet the PRO , your continuous place of residence is your present and permanent address till date hence you have not suppressed any information.

Your brother -in-law should meet the passport officer in person and give an explanation in writing. he will ask him to provide some details about his details . at least 15 years of your wear bouts are verified , so they may need more information..
there is no rule existing that your permanent address should not be rent address as many people in India are on rental accommodation without own houses.
There is nothing wrong in giving a reply notice stating that he has no permanent address and he had been staying in the same address for the last 6 years or more hence in order to fill up the column meant for permanent address, this was furnished.
This can be given in a form of an affidavit, if need be and solve the issue. The authorities will be convinced if supporting id proofs are submitted along with this affidavit explaining the situation.
