Maintenance of wife and child

Sir/Madam, One of my relative is having issues with her husband. They have a 3 year old child. The husband works in a government bank. He is reluctant to offer any money for the basic needs of them. In case of milk & food for the child, when he gives some money to the wife, he demands calculation for each paisa spent. The husband and his parents keep demanding money from the wife on each issue. Now, that the wife has returned to her parent's house permanently, they have moved the lower court. After many deliberations, the court declared that the issue of divorce may only be proceeded after the husband pays up the maintenance each month from his salary. Now, the husband, without paying a single paisa, has move the Calcutta High Court to nullify the decision of paying any money on frivolous reasons. The wife is at sea. She is financially broke. Moreover, her son is studying in a Montessory with huge fees. The husband and his parents are trying to pend the case inspite of the lower court's verdict to pay up. Please suggest some ways out...
