Change in Father Name in Passport

Dear Sir, My name is Bhupendra Singh and my father's name is BEERUM SINGH RAWAT. At the time of filling 10th Board exam form, my class teacher made a mistake in hindi and it became 'VIRAM SINGH' in 10th marksheet. From there onwards, in all my educational documents, Govt. IDs i.e. DL, Voter ID, Aadhar, Passport etc. my father's name was printed 'VIRAM SINGH'. Now I applied to re-issue my passport on the basis of change in personal particulars. As per their instructions, my father made an affidavit 'Annexure E' where he said he is changing his name to 'BEERUM SINGH RAWAT' from 'VIRAM SINGH'. I also published 'Change in name' advertisement in 2 local news papers. When I visited PSK, the passport officials said they can't change my father's name. There is no such procedure until court orders them to do so. They also said since my current passport has the same details 'Bhupendra Singh s/o Viram Singh' and it was verified then by local police station, how can they change it now. There is no justification has been made. The problem is that my father's name in his all document is 'BEERUM SINGH RAWAT' and he has no passport. If he applied for a passport, it will be from the same name. If I go abroad and want to invite him on family visa, there might be challenges. APO put my passport re-issue application on hold and forwarded my case to Regional Passport Officer where I have to present in 10 days. Now RPO will take decision on this matter.
