Pay fixation of re-employment ex-servicemen in central governemen

During pay fixation on my re-employed post. our head office is confused due to contradictory link of one to another DOPT. As per O.M No. 3/13/2008-Estt.(pay II) dated 11.11.2008 stated that is in para 2(1) ,a retired Government servant who received pension or any other retirement benefits but which were ignored while fixing pay on re-employment for their Rule 7 of the C.C.S. (R.P.) Rules, 2008. Is applicable. In the same manner 4 (d ) of letter no., O.M No. 3/19/2009-Estt. (Pay II) dated 05.04.2010 : In the cases of persons retiring before attaining the age of 55 year’s and who are re-employed, pension (Including PEG and other forms of retirement benefits) shall be ignore for initial pay fixation in the following extent :- In the case of ex-servicemen who held posts below commissioned officer rank in the defence forces and in the case of civilians who held post below group ‘A’ post at the time of their retirement, the entire pension and pension equivalent of retirement benefits shall be ignored. Here both DOPT is linked each other but there after O.M No. 3/19/2009-Estt. (Pay II) dated 05.04.2010 para no 2 of sub para 4(b)(i) stated that if the entire pension and pension equivalent of retirement benefits is ignored. than pay will be fixed at entry pay of re-employed post and further clarification given that para no 3(v) pay will be fixed for the personnel /officer as per last pay drawn from previous service. Than how my pay will be fixed as per below information. I am an ex-serviceman below commissioned officer rank, retired from Indian Air Force on 30/11/2010 and my age is below 55 yrs now I have joined in Central Government organization in grade of Rs 2400 and my last pay drawn from previous service was( pay in band Rs 11910 plus grade pay Rs 2800 MSP Rs 2000 plus X group pay Rs 1400 and classification pay Rs 240). Total pay was Rs 18350/- than how my pay will be fixed in re-employed post for grade pay of Rs2400/-...
