Land lord not returning Security deposit

Sir, We 2 ladies hired a commerical space in Bangalore from 1st November 16, The agreement is for 3 years and supposed to end on 31st Oct 2019. Security deposit paid was Rs. 3.2 Lacs. On 15th July 2019 informed owner by Email saying that we will be vacating the premises on 15th OT 19. He agreed in writing. On 15th October 19 we informed owner that we asked for extension upto 30th October 19 as we did not get the new premises. Mean time he took the key from us stating that he would show to new tenant. We got new premises on 10th of November and shifted all our items. Key was handed over to owner on 10th Nov 19. From that day onwards we started asking about our security deposit, he started telling repairs in installment basis. One after another. We did it. A little was cleaning left out. But still it was better than that of initial status. Further He dragged till now and and not paying the security deposit. Many requests made there is a proof. Finally yesterday he blamed us with lot of grivences saying that we did not repair rest of the work and he needs about 40,000/- for carrying out the repairs. Which is totally false. We infact carried out of lot of interior work about 3 lacs in that premises which owner is not even recognising. Yesterday finally he sent message saying that he is not willing to sit for discussion and he would pay only Rs. 1.4 lacs. He is telling oct and nov full rent and 15 days rent of December and repair cost of 40000 he would deduct. According to us Oct rent and 10days of Nov rent only to be deducted which is about Rs 54000 for a month and 18000 for 10 days of Nov19= Rs 72000/- where as he is deducting Rs 174000. He is not ready to sit and finalise , He is telling he doesnt want to waste his time. We are supposed to get 2.4 lcas but he is telling 1.4 lacs refund. (That too if he transfers). When running our business he had created lot of harassment, torture to us, 4 floor buidling water bill he was getting Rs 8000 , But he used charge us alone 8000 / -. He was not replying to any querries about huge bill. Totally arrogant and short tempered person always in fighting mode. He fought with our customers also regarding parking. Many times he removed the fuse for one day delay of maintenance charges where we wanted clarification. Repeatedly he used to call for rent though we used to pay regularly on 5th of every month. So we decided to take on him as this situation should not come to anyone in future. Kindly advise us the way forward. Regards.
