Can Society pass a resolution to clamp a vehicle that is illegal or noncompliant

Hello Respected Lawyers, Hope you are are well!!! I am Avdhut Killedar, a resident and one of the committee members of My society located in Thane west, Maharashtra. The society has already passed a resolution covering a parking policy(Rules) wherein every member is asked to sign an undertaking to follow the rules and if found violated by any member then society may take an appropriate action against that member. Now there's one member who is not following the rules resolved by the general body by not signing the undertaking as well as not removing his 2 and 4 wheeler each from the open parking space. As per the society's rules, a member will be disqualified from the parking if he/her doesn't sign the undertaking hence this member is disqualified already. The society has implied a fine over him as well since last 6 months for the same but he is not paying the fine as well as not removing his vehicles too which is causing real inconvenience to the other members who has their turn in a rotation. They are able to park their vehicle inside the society premise as this member is not removing his vehicle hence now the affected members are pressurizing the committee to take a strict action like clamping his vehicles along with the fine that is already been implied. Question: Can society pass a resolution to clamp this member's both the vehicles as he is not following the rules for more than six months despite of multiple reminders and charge him per day fine for unclamping the same? Is it illegal to clamp in such scenario? The society would not want to let this happen again with any other member in future. So can society take this strict action? Apologies for the lengthy query.
