Redevelopment of Chawl on Pagadi Basis

I am staying at Malad Mumbai a chawl system that was built as on year 1959. It was in the name of old lady Gomibai Asnudas Jhaveri, the land is 35.10 sq. meters and two buildings one is a chawl system and one is self-contained one-room kitchen system has a ground+2 story for both buildings. The Gomibai died sometime in 70's and the Asnudas the husband died sometime in 80's first Gomibai died and Asnudas was living, the couple had five or six children mix of son and daughter. We have checked from the Property Portal and found that the Building and land is in name of Gombibai Jhaveri and no mutation has been done, it means the son, daughter, and grand children have not taken succession after the death of Gomibai and Asnudas Jhaveri. Because the building is now 64 years old, we pagdi room owner had made expenses to keep the structure intact two times, and the grandson who is now living has not participated in the repair of the structure. We room owner wants to redevelop Chawl to a flat system, we pursued one of the grandsons, who collects the rent, and also collects the transfer money if the room is sold. Now my question is what action we pagadi owner and pagadi owner's legal heir who stays in the room can take action against this legal heir who does not cooperate to redevelop, does not participate in repairing the structure but does collect the rent, and transfer money. Under which law we can go to court, which court in Mumbai is designated for this matter?
