Security money not returned

Hi we have rented flat 11 F sowparnika apartment 3 yrs back on 09/02/21 with monthly rent of 14500 rs and security money of 50000 rs..In the agreement part it was written that you can vacate the house after 1 month of notice period which I had already given over phone to my landlord..the landlord is due for paying me 33000 rs back as my security deposit refund after deduction of 1 month electricity bill and 1 month rent(16275 rs as per agreement plan of increasing rent by 5% every year)..But now landlord is saying that for renting out flat to new renter some maintenance work is required for which I will have to pay..why should I pay for that? It's his flat and when you are renting a flat some deterioration is bound to happen after 3 years.its landlord responsibility to get painting done and do minor repair works..i have agreement copy(valid for 11 months) which was done at the time of shifting 3 yrs back ,whenever I used to ask landlord for renewal of agreement he used to give excuse..he is saying he will deduct 13000 rs for maintenance and painting which was not written in agreement clause..what are my legal options and is there a way by which I can get my money back?
