Electric meter stolen and outstanding not paid by tanent

Hi This Gunjan Kumar from nalaroad, Patna. There has been an electric metre in my father's name on my property since 2002 or maybe before, and it has been paid regularly by my father until he was alive. We have the ground, first, and second floors on our premises. It was a commercial building, and there were two tenants on the ground floor and one on the second floor. The tenant from the 2nd floor occupied the premises before the ground-floor tenants. After a few years, we vacated the ground floor and gave both the shop to the person who is a tenant on the 2nd floor and the 2nd floor allotted to the other tenant. In the year 2023, the third and fourth floors were constructed as a duplex for residential use. I applied for a new meter in 2024 when I moved into my newly constructed duplex, but the South Bihar Power Distribution Company rejected my application, saying that I have an outstanding balance on your account. I was surprised to know the reason for the rejection because, as per my knowledge, the electric bill is being paid regularly, and in fact, it's a prepaid meter and gets automatic disconnection if the top-up money gets exhausted. I was aware of only one metre, which was in the name of my father. I thought this was the same meter that got changed by the electric department. Currently, there is a metre in my name, consumer ID. [deleted] was installed in 2007. The metre that is on my premises is not my old metre, which was from the time of my grandfather and father. The said metre is not on my premises. We have inquired about this matter with the tenant and he is also unaware of this missing matter.  He remembered that the bill used to be raised in my father's name, and they also used to pay those bills. He has an opinion that perhaps some mischief had been done by the previous ground-floor tenant.  It might be the other way round and there might also chances that the old meter has been removed from the premises by the existing tenant because of heavy unpaid outstanding and installed a new Meter in my name. I am also surprised that the missing metre we are talking about is also in my name, and to my knowledge, no one has transferred the metre from my father's name to my name. The existing metre is also in my name and was installed in 2014. Please give me a legal suggestion as to how the outstanding amount of the metre that is missing should be settled. The missing meter that is being talked about has been on my premises before 2002. The existing metre in my name was installed in the year 2014.
