Regarding Maintenance charges Farmer compensation charges (Pratikar Charges)

I have disputes with my Builder I purchased Flat in September 2015 in Noida extension UP. Flat area 1595 builder name AVP pvt ltd. (Ajnara India ltd.) I have taken subvention scheme to pay my flat amount Plan is 7:80:13 % where I have paid 5 lacks from my pocket and rest HDFC bank loan 40 lacks. on 40 lacks builder have to pay EMI till possession as per my subvention scheme. possession date was 2018 September as per the agreement, Now he discontinue the EMI from January 2018 and sent me email that You pay the bank emi I will adjust that amount with 18% interest in your last 13% payment, He offered me possession in Feb 2022 and said will not adjust your full EMI only 12 EMI we will adjust and will not pay that 18% interest. I filled a case with UP RERA and after 2 years I got the order in my favor. RERA sent 5 notices to builder but he did not replied to RERA and me. Now the case still pending with RERA to issue RC in section 63, builder connect with me to settle the issue and now he is asking Maintenance charges for 2 years from 2022 to till date Pratikar (Farmer Compensation) charges club uses charges and also registry charges but he is not doing the registry as tower do not have OC and CC so should I pay these charges, he said this is as per law if there is any UP govt. rules and policy documents for Maintenance and Pratikar please provide me. Also please suggest me what to do in this case as there advocate threaten and harassed me that this case will continue for 5 year and we will not pay you. If I will take temporary possession then should I need to pay the maintenance?
