Legal Rights and Regulations Concerning Payment Disputes and Harassment in Girl PGs

I live in a PG where there are three rooms, initially a 3 BHK that was partitioned into three rooms. I arrived on January 11th and signed an agreement to stay for three months. However, the owner is now demanding payment for the period from January 1st to 11th, even though our written agreement clearly starts from January 11th. The occupancy in each room varies, with one room housing four people, another with five, the living room with two, and one room occupied by the owner, her daughter, and a grown man of 22 years. I booked the PG on December 30th, paying a token amount of 1000 rupees. As I am preparing to leave, the owner is imposing additional charges such as late fees, despite me informing her about any delays in advance. She has a history of harassing departing tenants, which is a concern for me regarding the return of my deposit. I am considering legal action and want to know if I can give her a legal notice regarding her demand for payment and the extra charges. Furthermore, I seek information on the specific rules and regulations ( like if one can keep this many girls and a boy can stay in a pg or not, etc etc. )governing girl PGs to ensure the protection of my rights and the return of my deposit, given the owner's behavior.
