Can coop housing society block individual members solar panel install in his private balcony space

I live in baner top floor and had purchased extra balcony space from the original builder with the intent to install solar when needed. I filed an application with MC on Jan 26th 2024 and did not hear anything back from the MC for over 30 days. Looked up the solar access law of the land and society byelaws 171 an and b and proceeded with install. MC was wishy-washy first they asked for structural report and review by one committee with their approval via email with slight modification to lower the beginning of the slope and then a week later sent a rejection letter and remove immediately verbal and email notice when I demanded I need a written final answer. Is it legal for this MC to stop my solar panel install in my own 10x15 SFT private balcony which I had paid for the open space now want to put a roof sheet instead of cheap tin sheet with a solar panel to cover my private open balcony which I had purchased for my personal use. Does the MC have the legal right to stop my solar panel balcony roof install in my own space that is not visible covered by 4 walls around the balcony. Pls advise do I have the right to install solar in my own space as summer heat is unbearable and I work from home and need AC working.
