Regarding Rights and Decisions of Advisory Committee

Hi, I am seeking your legal advice regarding a matter concerning the recently formed advisory committee within our apartment complex. Our building obtained its occupancy certificate couple of months back, and while there is no official association in place yet, two weeks back a meeting was called by the builder to form a committee. During this meeting, interested owners were asked to raise their hands, and a committee was formed with 9 members. However, it has come to my attention that out of these 9 members, around 6 have direct or indirect connections with the builder. Initially, this committee was referred to as an "adhoc committee," but it has now been labeled as an "advisory committee." The concern arises as other apartment owners, including myself, are not fully aware of the rights and powers of this committee. Recently, the committee has begun imposing certain rules without consulting the rest of the owners. For instance, they have enforced restrictions on children playing in the main lobby, among other decisions. I would like to get clarification on whether this advisory committee has the legal right to make such decisions without consulting all the owners in the complex. Additionally, I would appreciate your guidance on the potential rights and powers of this committee, considering the circumstances of its formation and the apparent connections with the builder.
