Setback Rules for Fire NOC in Bangalore

I own an apartment in a residential property on Bannerghatta Road, Bangalore. I bought from original owner in 2020. This is originally constructed in 2006-2007. We got A Khatha and OC from the builder, but builder is insolvent now. We have got a 3BHK with 1 car parking area in the basement mentioned in the sale deed. 50 car parkings are in the basement and balance 50 are in the open area with steel roof cover. For obtaining Fire NOC, the Residents Association Team approached the concerned authorities. Our bulding is 10 storey. So, height is between 30-35 metres. Upon inspection, they asked us to remove all the open parkings and say that 16 metres setback is required from the building. For Road widening, our society lost more than 10-15 metres, and these were aquired by Governement. Due to this road widening, we lost approx 25 parking areas. As per available resources, for 30-35M height building, 11 metres setback is sufficient, which we have on both sides. For an existing building, can you advise : 1) How to check exact setback rules for Fire NOC ? No latest byelaws are available online. 2) How to retain the current parking slots ? Is there any variation penalties like Akrama Sakrama that can be used in this situation ? 3) Can BBMP give concession considering they aquired huge land frontage from us? Kindly advise in the matter.
