Power of rwa

RWA MC (Management Committee) through a GBM attended by 15-20 people (out of 265 members) and passed a resolution to do a feasibility study for installation of solar panel on roof top over one of the block. This has been objected by top floor owners of the block for various reasons. Nevertheless, we (top floor owners) don't want any construction (permanent/semi- permanent) on the roof top. So, a) Do RWA require any NOC from top floor owners for any construction of roof (Refer Mumbai high court order regarding installation of advertisement hoarding on Roof whereas the honourable high court directed RWA to get the NOC from all the top floor owners) b) No procedural transparency is being followed by MC in there hurry to install the solar panel on roofs and there are many discrepancies in the project in terms of feasibility, costing, procedure for award of contract, approval from GBM and many more. So can we take a stay order from the court and force MC to come out in public with the documents.
