Builder not paying rent

My property of a villa I purchased in 2020 was due for possession in 2022 by March, the builder delayed the project citing covid and said he has extension from RERA and handover kept on being pushed further. After lot of pressure and followup, he finally agreed to start paying rent for the property if handover not done till April 2023, and finally in May he paid the 1st rent after entering into a rental agreement under a different entity name which takes care of the leasing of properties for the builder. The recovery of rent has been a hassle always and delayed by weeks every single month, but after repetitive follow ups it was paid out before end of month. This month (December 2023) the rent was not paid out saying that your villa is ready and you can take possession, but the agreement of lease was entered for 12 months with a lockin of 11 months, so how can he back out without any notice breaching his own terms and conditions. And do I have the right to deduct the arrears from the final payment before taking possession?
