Bank won't approve loan for a survey number in the project

I am planning to buy a plot from a RERA approved project in a gated community in Bangalore. The project is fully completed by an experienced builder & plots are ready for house construction. Legal documents are all clear. Builder has a tie up with 4/5 reputed banks & plot loans are available. When I contacted HDFC Home loans which had tie up with builder, the loan executive asked me for the survey number where my booked plot falls under. He told that there is one particular survey number in the layout which is NOT approved by the HDFC. Reason given is it is in the name of the director of the company & not in the name of the company itself. I came to know that: 1) Out of 3 survey numbers in the layout, 2 are owned by the company & 1 by the director of the same company as an ‘individual’. 2) 25% of the plots fall in the survey number owned by director. 3) All 3 survey numbers are mentioned in DC conversion letters & various approval letters. The company is represented by the director in all the sale deeds, approval letters & the letter of release of plots by the concerned authorities.4)The director has signed in an authority letter where he has agreed to give the land to the municipal authority for the purpose of park, roads etc. He has mentioned all the survey numbers(including those owned by him as an individual & as the company director) 5) The pro forma of the sale deed mentions all the survey numbers & mentions that the vendors are both the company(now represented by the managing director, who is the director’s family member) & the director as an individual & will be signed by both company and individual. My plot falls under 2 survey numbers - the one which is in the company’s name & the other one in the director’s name. According to HDFC it CANNOT be approved by them for such plots which falls or share the survey number owned by the director as an individual. Their argument is that there is no Joint Development Agreement between the company & the individual.But some other reputed nationalised and private banks have approved similar such plots(in same survey number) in the same layout. But HDFC says its violation of the company law. They disburse the loan only to the plots owned by the company. Builder says its problem with HDFC loan process & some other buyers of plots from the same survey number have got the loan approved from another reputed bank. Questions :1) Is JDA necessary in the above scenario ? How banks disburse loans in such cases ? 2) Can the sale deed be challenged even after signed by both ? 3) Is this only a problem with company act & the loan disbursement or is there a risk for buyer ? E.g Can the owner mortgage the plots falling in his survey number in the absence of JDA ? 4) If I manage the finance from another bank, can there be a problem for future resale? E.g can the loan for the resale buyer be rejected on the same grounds ?5) Does ownership of earlier survey numbers matter after we get Khata number ?
