Resignation

Sir, I am working in central government organization in Group B post in regular/permanent position, from past few months my reporting officer is harassing me because of my resistance to his some illegitimate work, due to which I am suffering from depression and other psychiatric problem. For treatment I had taken one month leave and came to my native place. Till now I have consulted with various psychiatrist and treatment is ongoing. Now I am in a decision to quit the job, I am having following questions pertaining to resignation: Can I resign during leave by sending resignation letter through post/email. Because I can’t visit my office for resignation as I having some psychological problems with my office environment. After seeing my reporting officer, office premises, colleagues I feel great anxiety/fear/mental discomfort which is unbearable to me. What should be done if my resignation is not accepted. Is there any legal remedy, as I can’t work in this department and without resigning, I can’t work in private organization also. What is time taken and procedure for normal resignation and immediate resignation process. Last month when I am on duty, I applied casual leave for treatment and to harsh me further, my Reporting officer tried to avoid my treatment he assigned the work which can’t be completed in two months. And I fell ill and not in a position to work, the show cause notice was issued to me and I intimated the matter of harassment to higher authority through letter (Sent via email) but I got no response from higher authority. Consequently, after a week a counselling letter was issued to me and provided leave. Now if I not report for duty in time my Reporting Officer use this opportunity and initiate disciplinary action against me, after that my resignation can’t be accepted. So, please render your opinion in this matter. And also inform in this scenario how to get my resignation process smoothly.
