Can I resign when my salary is on hold?

I started working for a company in Noida on June 5, 2023. Despite working there for over a month, I have not received my salary yet. The situation is not unique to me; even long-time employees are facing delays in receiving their pay. Although I was given an offer letter with my joining date and salary mentioned, the company did not issue an appointment letter, despite multiple requests to the Manager. As a result, I had to rely on my savings, which eventually ran out. I informed my manager or CEO about my financial situation and inability to continue coming to work. In response to my plea, my manager arranged Rs. 2,000 through Paytm to help me for a short while. However, my financial difficulties persisted, and I had to inform them that I would be absent from work until my salary was credited. Ultimately, I decided to join another company on August 4, 2023, as I had no other viable option and the offer was legitimate. Now, I am contemplating writing a resignation letter in which I would request the company to clear my pending dues. However, I am uncertain about taking legal action against the company due to the lack of substantial evidence, with only the offer letter as proof. What should I do now?
