Cheating of contractor with government and labour

A contractor who has a labor card He takes back the money received from the labor because he is not a real laborer but his labor card was made by this contractor. Out of ₹ 3200 received from the labor card, he takes ₹ 3000 himself and gives ₹ 200 to the workers, so how can I complain about this contractor. HINDI : एक ठेकेडार है जो श्रमिक कार्ड से मिलने वाले PAISE लेबर से वापस ले लेता है क्यों कि वो वास्तविक श्रमिक नही है पर उनका श्रमिक कार्ड बनवाया इस ठेकेदार ने बनाया। श्रमिक कार्ड से मिलने वाले ₹3200 में से ₹3000 खुद ले लेता है और ₹200 श्रमिको को दे देता है तो में किस तरह इस ठेकेदार की शिकायत कर सकता हु।
