Society holding the rights to allow or deny my parking even though I'm an owner of the flat

Just some context on the situation. We are not in good terms with the society and there has been some issues with is feeding stray cats which is an ongoing issue. Recently I purchased a new car and applied for parking sticker from the society office. The secretary gets back to us saying the committee will discuss this and take a decision in a week if parking should be allowed for my 1 4 wheeler in the premises. I understand it's first come first serve but the conversation directly meant even if there is space they won't allow us till the committee has reached a decision. Question 1 - what happens in the meantime while they take a week to have that meeting, am I not allowed to park my new vehicle in the society? What if they instruct the watchman to not let me in? 2 - What is the committee decides to not grant us permission to park based on our past issues which is not related to parking? Quick things to note - even though it's an open parking they charge us for it, there are 3 defaulters I know of who have the parking sticker and are parking their vehicle without any issues. (This is a pure case of harrasment)
