Builder construction failed after 5 years of Possesion .. 6 floor collapsed in chintels Paradiso

In gurgoan sector 109 . Chintels Paradiso one of the posh property .. there are 9 towers in 12.3 acre land..In tower D , 6 fooor collapsed.. structural audit was done for all towers .. As per report 5 declared unsafe for habitation .. We are already in Supreme Court .. now the case is under DMA Admin is asking to vacate tower and builder is offering 6500/- plus interior and plus registry .. Rate going in gurgoan sector 109 Dwarkaexpressway is more than 12000/- that too Possesion after 3 years .. Half of owners want money at lower rate as they are distress .. half wants reconstruction.. .. plz suggest a way out .. we are already in Supreme Court .. registered RWA wants to file case along with other owners who were left that time .. how to go ahead with new advocate and Prashant Bhushan Ji is our advocate .. it was under the bench of justice Joseph .. now My question is two option should be given in court Option 1 payout Option 2 reconstruction .. will the forum changes if we argue for money or only reconstruction should be our objective
