Salary on hold

My Appointment letter says under 'Salary and Benefits': You will receive compensation of....You will receive a performance based variable incentive that will be discretionary & based strictly on performance. My issue: My salary held by my employer for the second time saying my work was not up to mark. Point to notice: 1. As such we don't have anything that can measure my or our marketing team performance. Only one incident where my employer targets while saying - "because I was not aggressive, the website development got delayed". Where the website development work was given to outside freelancers. I just had to surpervise as a Marketing Executive. I took regular followups with those freelancers on Whatsapp group (made by freelancers, where our employer is the member). The only thing is that we didn't have followups or updates on mails. 2. If I was not performing, I should have got an email for the same. I never received any email. My feelings: I'm feeling untrust and stressed due to such hold of my salary and that too without any email informing me about the same. My question is: Can leave the company without serving the notice period or pay the salary of notice period if I don't serve?
