What to do if other land lord are not ready to frame rules and association in an apartment

I own the highest proportion house in an 6 house apartment building.But I live alone in my portion (my house in the ground floor) and my water usage is low(3 buckets/day). The other 3 houses were rented out and the usage seems minimal. The another 2 house usage was very high as there were 11 people living in one house and other is maintaining gardens and having pigeon as pets in the common area and utilising half tank of water every day. As the motor pump is fixed to the side wall of my bedroom and the automatic motor controller is installed it will switch on automatically evey 1 and half hours and run for 30 min each time making heavy noise. When I asked to install water metre none of the land lord is ready to accept the same. 2. No permission is taken before installing the automatic mortor controller 3. No permission is taken for gardening and petting. 4. 3 among 6 of the house land lords doesn't have parking but their bikes are parked in the common pathway area 4. One of the tenant keeps the leftover food for the crows in the ground floor compound because of the which the cars and bikes parked there and my house entrance are made dirty by the crow shit. 5. The landlord family with 11 members is using the common area in the terrace for washing utensils and clothes daily without any permission from anyone. 6. Some of the landlord and tenant washes their dustbin and will pour the dirty water in the common area in front of my house in ground floor and washes their hands lega and slippers which is affecting the hygiene of the apartment Even though I have complained about these issues no one ready to take care and resolve the issues. Please advise on how to resolve to resolve the issues or is it wise to move out of the maintenance and take care of maintaining the surrounding of my house privately
