Retiring from Unregistered Partnership Firm

Would like to seek guidance on the following.
I am a partner in a Unregistered partnership firm in Uttar Pradesh. Because of non cooperation and unwillingness of the other partner in the daily operations, i want to retire from the firm.
The partnership deed has the clause to give notice for 60 days and retire and the partnership is at will.
I have mentioned to the other partner that i will pay all the dues for which i am rightfully liable and will take an exit, however the other partner has added some other expenses to be paid out to him, which i was never been informed about nor ever discussed during the course , still i am fine to mutually discuss about it to understand how i am liable for those, however the other partner is not responding at all.
I plan to do the following
* Send a notice to retire in writing via acceptable mode of correspondence (Reg post) and serve the notice along with it will be publishing a public notice notice in a decently circulated and known Hindi newspaper who has presence in that area.
Can someone let me know :
- If giving a public notice in one Hindi Newspaper who has a reasonable presence in North India is sufficient or I need to give it in English newspaper also.
- When should i give this public notice i.e immediately after sending the Notice to retire or after I complete my Notice period of 60 days.
- If possible can someone share the hindi format for this kind of public notice.
