Can a person having waterbill and electricity bill on his name for 30yrs can claim as owner.

Hello Sir, We have property in Bangalore which came as part of partnership to my dad in 1982.The land was not registered on my dad's name but an agreement was made between GPA holder who is also one of the partner that he will get registered this part of property on my dad's or dad suggested person name. In 1990 a house constructed in that property and it was occupied by my Father's brother family.My father's brother is no more and he has two sons.Both are staying in the same property. Now that GPA holder has registered this half of the property(vacant land) on my Mom's name as my dad is no more and the other half portion which has house built is registered on younger son of my father's brother. The elder son now claiming ownership for the house where he is staying in this property as he has water and electricity bill.He is now trying to bring stay order or injection for this entire property with only water and electricity bill claiming he is in possession of this property from last 30yrs. He don't have any of the other docs on this name. Whereas my Mom have saledeed katha and tax receipt paid on half portion which is vacant land.Also electricity bill is in my father's name on old house which constructed in 1990. So does he can bring stay order orinjection with just water and electricity bills?does he has ownership rights?
